Raffle and Bingo Licensing

Applying for a Raffle or Bingo License

Games of change are regulated and governed by the New Jersey Legalized Games of Chance Control Commission (LGCCC).  For complete details and requirements, please refer to the State's website:  www.njconsumeraffairs.gov/lgccc.

To apply for a Raffle or Bingo License, you will need to provide:
1.  Gaming Registration certificate issued by the NJ Division of Consumer Affairs issued to your organization.  
2.  Four (4) copies of the Application with four original sets of page 4 (original signatures and original notary signature/stamp/seal).
3.  Sample raffle tickets.
4.  Check payable to LGCCC in the amount equal to $20 for every $2,000 in prize value.
5.  Check payable to Borough of North Caldwell in the amount equal to $20 for every $2,000 in prize value.
6.  Proof of satisfactory background check.

Please note:
-  Name on application must match the Gaming Registration certificate.
-  Application must be signed by at least two organization members.
-  Multiple applications must be submitted for multiple event dates.
-  All equipment (i.e. Casino Night tables) must be obtained from a licensed equipment provider.  The equipment provider should produce a Form-13 to be submitted with the application.
-  Upon verification of a complete application, and authorization by the Borough Council, the application will be submitted to the State for a review.  A minimum of 15 days is required for processing.
-  After the event, you are responsible for filing a Report of Operations to LGCCC no later than the 15th day of the month immediately following the event.  (Based on proceeds, additional fees may be required to LGCCC.)
*  Tournament brackets, pools, or boxes are not permitted by LGCCC (see attached notice).
